Job Description 511: BUILDING INSPECTOR

SUMMARY OF POSITION

Under general supervision of the Building Official performs skilled inspection and plan review work to ensure compliance with the International Building Codes, City Codes and ordinances related to new construction and modifications of existing residential, commercial, and industrial projects.

ORGANIZATIONAL RELATIONSHIPS

1. Reports to: Building Official

2. Directs: This is a non-supervisory position.

3. Other: Has contact with other city employees, departments, boards and commissions, state and local government agencies, contractors, and the general public

ESSENTIAL JOB DUTIES

Inspects residential, commercial, and industrial buildings for compliance with the International Building Codes, adopted City Codes and Ordinances.

Keeps records and prepares reports concerning inspections, issued permits and building construction violations which need to be corrected.

Coordinates between architectural and engineering firms and construction contractors as required in order to correct all items in question or violations regarding codes.

Conducts inspections for building, electrical, plumbing, gas and mechanical code compliance.

Provide code interpretations and other essential information to contractors and the public about building requirements and inspection procedures.

Review and approve residential and commercial construction plans.

Prepare reports and maintain files of inspections and issued permits and citations.

Review and interpret approved construction plans, specifications and special provisions as a basis for monitoring construction activities.

Inspect on-site electrical, building, plumbing, gas, and mechanical work for conformance with City codes; enforcing City building, plumbing, electrical, energy, and mechanical ordinances.

Assist the code enforcement officer in matters related to building code violations, for example the substandard building ordinance.

Works closely with the permit clerk to coordinate inspections and plan review as well as prepares forms, checklists and other relevant documents and forms for the operation of the permitting office.

Other duties as assigned.

QUALIFICATIONS REQUIRED:

High school diploma or GED equivalent and five (5) or more years of related experience in the construction field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job

Knowledge of practices and techniques used in carpentry work, building construction, electrical work, plumbing work, and air-conditioning and heating work

International Code Council Residential Building Inspector License or the ability to obtain within (12) months from hire date

Ability to accomplish inspections in difficult to maneuver inspections areas (crawl spaces, attics, ladder only access areas, etc.)

Possess and maintain a valid State of Texas Driver’s license

PREFFERED:

Master Licensure in any construction trade

Building related certification(s) from ICC in Mechanical, Plumbing, Electrical, Energy, Building Codes.

At least (8) years previous building inspection work experience

PHYSICAL DEMANDS:

Twisting, bending, lifting, sitting and/or moving objects up to and including 50 pounds, and climbing ladders and stairs when needed.

WORKING CONDITIONS:

Work is performed both in office and outdoor settings. Outdoor work is required in the inspection of various land use developments and construction sites. Work shall be performed

with tools, appliances and equipment approved by those agencies and bodies that have control, authority or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations. Equipment may include but is not limited to: Vehicle, ladders, hand tools, phone, computer, calculator, two-way radio and vehicle.
