Job Description: Financial Analyst

This role is responsible for the accurate processing and recording of financial transactions, including accounts receivable, accounts payable, and bi-weekly payroll. The incumbent supports the Finance Director and Accounting Manager by preparing monthly and annual financial reports, ensuring that all financial activities align with the city's approved budgets. Key responsibilities include budget evaluation and collaboration with department heads during budget development, and maintenance of general ledger balances across multiple city accounts.
The position also involves preparing and delivering departmental deposits, issuing accounts payable checks, performing data entry into the general ledger, and maintaining computer files with regular backups. The individual will perform other related duties as assigned.

1. Reports to: Accounting Manager
2. Directs: This is a non-supervisory position.

Essential Duties and Responsibilities:

• Processes and records accounts receivable and accounts payable,
• Processes payroll bi-weekly,
• Assists the Finance Director and Accounting Manager with preparing various monthly and annual reports on the city's financial transactions and condition for management information purposes,
• Routinely evaluates payroll hours for department personnel budgets to ensure expenditures are in line with approved amounts,
• Collaborates with department heads during development of budgets to prepare final product to be presented to City Council,

• Reconciles general ledger balances,
• Prepares and delivers departmental deposits,
• Prepares accounts payable checks and types manual payable checks,
• Performs data entry into the general ledger,
• Maintains computer files and records, and regularly performs computer backups;
• Performs such other related duties as may be assigned.
• Submits monthly reports to Texas Comptroller for sales tax.
• Prepares quarterly reports (941s) and payments to Texas Comptroller for Criminal Court Costs.
• Preparation of 940, W-2s/W-3, and 1099s, along with necessary submission to federal agencies.

Knowledge, Skills, and Abilities
Knowledge of: modern office procedures and equipment; generally accepted accounting principles; and records storage, retention, and disposition laws and guidelines, especially relating to municipalities.
Skill/Ability to: apply generally accepted accounting principles; understand and follow oral or written instructions; perform a volume of numerical detail work with speed and accuracy; prepare financial and other records in a systematic, neat, and legible manner; demonstrate proficiency in both oral and written communication; establish and maintain effective working relationships with coworkers; and operate standard office equipment, including computer, ten key calculator, typewriter, copy machine, etc.
Acceptable Experience and Training:
• Bachelor’s degree in Finance, Accounting, or a related field, plus at least one year of experience in accounting and records management, including experience in governmental accounting;
• Or high school graduation, or its equivalent, plus at least three (3) years of experience in accounting and records management, including experience in governmental accounting;
• Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
