Job Description: PARKS & FACILITIES MAINTENANCE MANAGER CLASS NO. 902 EEOC CATEGORY: Officials and Administrators PAY GROUP: 7 FLSA: Exempt SUMMARY OF POSITION Directs work and supervises the Parks and Facility Maintenance Division of the Community Services Department personnel in maintaining the city parks and all city facilities. Ensures all facilities and property comply with approved standards and are kept appropriately. Performs various management tasks to ensure the safety, appearance, and overall operability of the City of Navasota’s facilities, including supervision of the facilities services team. ORGANIZATIONAL RELATIONSHIPS 1. Reports to: Community Services Director 2. Directs: Parks and Facilities Maintenance Crew Leader, Parks and Facilities Maintenance Laborers, and other staff as assigned. 3. Other: Coordinates with community organizations and groups, and the general public. EXAMPLES OF WORK Essential Duties* Plans, organizes, and inspects the maintenance, landscaping, and operation of parks, trails, athletic fields, Oakland Cemetery, and all city facilities; Supervises, trains, assigns work to, and evaluates employees, ensuring that proper policies and procedures are followed, that work and safety standards are maintained, and that work schedules are met; Fosters positive government community relations through contacts with citizens and community organizations; Purchases parts and supplies needed to perform required tasks; maintains inventory; Conducts regular and periodic inspections of all buildings and grounds to meet applicable safety and appearance standards; Plans, coordinates, and administers all facilities services contracts, and coordinates with the Department Director and others to ensure the accuracy of documents. Coordinates and oversees work being performed by contractors when outsourced; Documents and corrects hazardous conditions and ensures facilities are following Federal, State and local regulations and policies; Assists in recruiting, selecting, supervising, training, appraising, counseling and terminating Department personnel; Assists in planning, organizing, and implementing department goals, objectives, policies and procedures; Reviews and assigns work orders, approves time sheets, and prepares and submits accident reports as appropriate; Supervises the inventory of supplies, purchases as needed, and manages inventory controls; Evaluates, makes recommendations, and implements changes that ensure the most efficient use of City facilities and property. In collaboration with the team, plans and implements a robust preventive maintenance program; Responds to citizens' requests and complaints, and ensures proper action is taken; Evaluates special departmental projects and delegates individual tasks for completion of same; Plans equipment replacement, develops specifications, and makes recommendations on departmental purchases; Prepares annual budget for the division and monitors expenses throughout the budget year; Operates equipment in maintenance, repair, and construction projects, including mowing, minor vehicle repairs, and spraying pest control chemicals and fertilizer; Oversees the lawncare and mowing contract, and bids these services as needed; Oversees maintenance of planter boxes, landscaping, pest control, irrigation, lighting, electrical outlets, etc.; Assists with logistics needs for City events and programs; Assists with installation of Christmas decorations at City Hall and downtown; and Maintains on call status as necessary. Other Important Duties* Performs such other related duties as may be assigned. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: • Parks & recreational facility maintenance, operations, equipment, and best management practices for each • Park Operation, Facility Maintenance, and Coordination of Recreational Programming • Construction, landscaping, proper techniques, processes, and codes related to particular trades • Carpentry, electrical, plumbing, masonry, mechanical, landscaping, irrigation, grounds care, and other trades or management techniques • English grammar, spelling, punctuation • Modern office procedures, methods and computer equipment Skill to: • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships • Performing a variety of duties, often changing from one task to another of a different nature • Oral and written communication • Managing people and coordinating projects • Planning, implementing, and managing budgets • Supervisory techniques • Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios • Assigning, prioritizing, monitoring, and reviewing work assignments Ability to: • Meet schedules and deadlines for the work • Understand and carry out oral and written directions • Maintain and enhance inter/intro-organizational efficiency and effectiveness • Delegate, facilitate change, manage, and apply problem-solving techniques • Manage multiple tasks simultaneously • Communicate effectively, both orally and in writing • Utilize computer programming or documents for payroll, scheduling and management processes • Accurately organize and maintain paper documents and electronic files • Maintain the confidentiality of information and professional boundaries ACCEPTABLE EXPERIENCE AND TRAINING • High school diploma (or GED equivalent). • At least two (2) to five (5) years of experience with parks, facilities, buildings and grounds maintenance. CERTIFICATES AND LICENSES REQUIRED • Valid Texas Driver’s License • Licensed Journeyman Electrical (preferred Master) and/or Journeyman Plumbing (preferred Master); however, City prefers both licenses but requires only one (electrical or plumbing). Additionally, a Mechanical (HVAC) License is preferred too; however, must be obtained within one-year of employment. • Must be able to complete Pool Operator certification and Structural Pest Control Board Non-Commercial Applicator License within six (6) months. • Playground Inspector certification preferred.
