Job Description: UTILITY HEAVY EQUIPMENT OPERATOR CLASS NO. 705 EEOC CATEGORY: Service Maintenance PAY GROUP: 3 FLSA: Nonexempt SUMMARY OF POSITION Directs work and supervises water/wastewater distribution and collection system personnel in maintaining city water and wastewater collection system in proper working condition; and ensures compliance with regulatory requirements. ORGANIZATIONAL RELATIONSHIPS 1. Reports to: Utilities Supervisor / Sr. Gas Operator. 2. Directs: Utility Maintenance Technician. 3. Other: Has contact with other city employees. EXAMPLES OF WORK Essential Duties* Oversees water/sewer taps, repairs, and maintenance of the city water/wastewater distribution and collection system facilities and equipment as required by state and federal guidelines; Supervises and coordinates activities of water/wastewater distribution and collection system personnel; Operates various equipment, including jet machine, power saw, underground utility locator, water pumps, backhoe, and cranes; Maintains equipment in proper working condition, including checking oil, water, fuel, tires, and hydraulic system, and making appropriate adjustments; Sets up street barricades and detour routes as necessary; Has the necessary skills to excavate around gas, sewer, electric, and telephone lines; Cleans and maintains vehicles, equipment, yard, and shop; Completes work orders; Maintains on-call status; Cross-trains in other utility departments; and Prepares and submits reports to state and federal agencies as required. Other Important Duties* CLASS NO. 705 (Continued) May perform poly welding on gas lines while on call; and Performs such other related duties as may be assigned. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: methods, practices, and equipment used in water/wastewater distribution and collection systems; departmental policies and procedures; and the safe operation of heavy equipment and of the Texas Motor Vehicle Code relating to the operation of such motorized equipment. Skill/Ability to: supervise and motivate employees; diagnose, repair, and maintain water/wastewater distribution and collection systems, applying safety standards to prevent hazards; learn and comply with state and federal regulations applicable to water/wastewater distribution and collection systems; prepare concise and accurate reports; give, understand, and follow instructions; demonstrate proficiency in both oral and written communication; establish and maintain effective working relationships with co-workers; tolerate outside working conditions, including exposure to adverse weather conditions; and maintain appropriate necessary certifications, Texas driver's license applicable to job responsibilities, and good driving record. ACCEPTABLE EXPERIENCE AND TRAINING High school graduation, or its equivalent, plus at least four years of experience in wastewater systems or a related field (Texas Engineering Extension Services training, Texas Gas Association training, and Texas Railroad Commission training desirable); or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. CERTIFICATES AND LICENSES REQUIRED Appropriate Texas driver's license; and Class C Water and Wastewater certification from the Texas Water Commission. Certification in poly welding is desirable. (Licenses preferred but not required).
